The Royal Decree No. 3 / / 26301 dated 30/11/1401H indicates that the General Authority for Statistics (GaStat( has to issue a Services Guide for the cities and villages of the Kingdom of Saudi Arabia to be a unified official reference for all ministries, departments, and government institutions. It aims at providing essential data for ,planners, development policy makers and decision makers. The Authority works on preparing, publishing ,and improving this Guide, also it makes the necessary amendments and updates it to meet the new changes requirements and the actual needs in accordance with the achievement of the Kingdom’s Vision 2030 in all .sectors from the essential data included in the Guide.
The Guides takes the administrative division of the Kingdom of Saudi Arabia according to the regions system issued by Royal Decree No. 92 / dated 27/8/1412H (administrative regions, governorates, municipalities) as a general framework for the distribution and classification of data in 4 main groups including (the geographic dimension, general and higher education, health services, public and administrative services) available in the cities and villages of the Kingdom of Saudi Arabia.
The importance of issuing the services guide in the cities and villages of the Kingdom is to find a guide that contains data and information unified and officially documented and with high degree of accuracy for all services available in the cities and villages of the Kingdom to be a unified reference for all ministries and government entities and institutions and others. It is also considering as an official document for decision makers in the various sectors in the planning and distribution of services field. A number of government entities are taking the guide as a main and important reference on which they rely on whether in a direct or indirect way to set the future plans for the work and tasks required by them, also to distribute the service facilities in the cities and villages of the Kingdom.
The services guide in the cities and villages of the Kingdom of Saudi Arabia depends on the data and information related to the services from its main sources, represented in the administrative records of the ,various governmental entities. This data is automatically collected and stored in databases to be processed .monitored, recorded and classified according to the populated area and the administrative subordination.
The services guide covers all regions of the Kingdom of Saudi Arabia. And it includes all administrative divisions .of these regions from emirates, governorates, municipalities and populated areas .
According to the administrative division of the Kingdom, the administrative region is divided into a number of governorates, the number of which varies from one region to another. The governorate is divided into .municipalities. The municipalities are administratively linked to the governorate or the emirate of the region ,The emirate, the governorate or the municipality includes a number of populated areas (cities, villages, farms .water resources and desert) which are administratively linked to them.
The services guide is issued in thirteen publications, each of which covers data from one of the 13 administrative regions in the Kingdom. The distribution and classification of data and information within each publication is based on the administrative division of the Kingdom issued by the Ministry of the Interior according to the regional system (administrative region - governorate - municipality) which is issued by the Royal Decree No. A / 92 dated 27 / 8 / 1412H, where each guide contains data for each populated area (village - city) according to the subordination of the populated area of the emirate or governorate or municipality. The data are represented in the name of the populated area, geographical data and information, educational and health services, and data related to the availability of the public and administrative services.
The Services Guide for the cities and villages of the Kingdom of Saudi Arabia is the result of the service inventory survey in villages and cities which is one of the field surveys for the government departments that provide the service in the Kingdom of Saudi Arabia. And it is an inventory of all available services in the populated area )cities - villages) distributed by the administrative division of the Kingdom of Saudi Arabia.
